In dealing w/ both the County and now the City of Phoenix, in response to plan check items, I have called to discuss. Obviously the checker is too busy to answer and thusly a message is left. 

In both cases, the eventual return call was of Unknown name, Unknown number. which to me are scam calls and not answered. I understand that 'it' is a part of a

security system. Hogwash! 

They are Government departments paid by taxpayers and are required to identify themselves.
